1. GENERAL PROVISIONS.

1.1. Types and levels of competitions:

1.1.1. Competitions are held individual and team. In individual competitions, the results are counted for each athlete individually. In team competitions - each athlete individually and the team as a whole.

1.1.2. Competitions are divided into the following levels:

a) Level 1 - Championships, championships, Cups and other competitions of the Russian Federation and the Rosokhotrybolovsoyuz association.

b) Level 2 - Championships, championships and other competitions of the Federal Administrative Districts, All-Russian public and sports associations and departments; inter-regional sports competitions, inter-district competitions in power structures;

c) 3rd level - championships and championships of Russian regions (republics, territories, regions, autonomies, cities of Moscow and St. Petersburg), regional sports organizations, championships and championships of military districts;

d) 4th level - championships, championships, mass, demonstration and qualifying competitions of districts, cities and military garrisons;

e) Level 5 - championships and championships of clubs, youth sports schools, primary physical culture and sports organizations.

Competitions are held by the relevant sports committees, sports federations and boards of voluntary societies in accordance with the Regulations on the Unified All-Russian Sports Classification.

1.1.3. In competitions of any level, the championship can be held separately among the following age categories: “CHILDREN” - up to 14 years old; “TEENAGERS” - 14-16 years old; "JOYS" - 16-18 years old.

The age of each category is determined as of January 1 of the current year. Boys and girls with sufficient physical and technical training, under the responsibility of sending organizations, can participate in the championship draw among men and women, and women - among men, on an equal footing with them.

1.1.4. Competitions in sports fishing with a float rod are held in open water. A float rod is a tackle: a rod equipped with a fishing line, a float, a sinker and a hook.

1.2. Competition duration

1.2.1. Competitions for individual and team championships are held:

a) the first and second levels of all types - in two days, one round per day;

b) the third and fourth levels in two rounds, by decision of the organizers in one or two days;

1.2.2. Duration of the round of individual and team competitions:

a) the first level - 3 hours, the second level - by decision of the organizers 3 - 5 hours;

b) the third and fourth levels in two days - by decision of the organizers 3 - 5 hours, and two rounds in one day - at least 2.5 hours;

1.2.3. Competitions of the fifth level are held only for the individual championship:

In one round duration: by decision of the organizers 3 - 5 hours;

Two tours in two days by decision of the organizers: each tour from 3 to 5 hours;

Two tours in one day: each tour is at least 2.5 hours.

1.2.4. Competitions of all levels and types in law enforcement ministries and departments and in military hunting societies can be held on the same day.

1.2.5. Due to adverse weather conditions or due to other unforeseen circumstances that threaten the life and safety of the participants, the competition may be suspended or canceled by the decision of the chief referee.

In the event of a thunderstorm, the competition is immediately stopped by giving a special signal and the athletes should be placed in a shelter.

If conditions allow the competition to continue after a break as part of the daily routine, the competition may be resumed. At the same time, a signal is first given, allowing the athletes to take their places, after which, after 5 minutes, a signal is given to continue catching.

If the weather conditions do not improve, or the daily routine does not allow the competition to continue, then the round is considered completed if its duration was at least half the time allotted by the rules for this type and level of competition.

2. ORDER OF COMPETITIONS

2.1. Requirements for all types of competitions.

2.1.1. In individual and team competitions, athletes must take part in both rounds of the competition in order to receive the final test result.

2.1.2. All participants in the competition are required to know and observe the rules and regulations of the competition during the competition.

It is strictly forbidden to place participants in the competition at a distance of less than 50 meters from any electrical structures (power lines, transformers, high-voltage line masts, etc.), as well as to hold competitions during a thunderstorm.

2.1.3. Zones and sectors for both rounds are divided according to a single principle (Article 2.1.20 of these Rules).

2.1.4. Warning signals are given at set intervals.

Signals are given by the chief referee of the competition in a clearly visible (audible) light (sound) way, duplicated in voice by senior referees and controller judges in all zones.

2.1.5. On a signal 5 minutes before the end of the round, coaches and media representatives are required to leave sectors, fishing zones and neutral stripes.

At the signal announcing the finish, the athletes stop fishing.

After the signal announcing the finish, the catch is weighed at the competition site.

Athletes remain at the place of fishing (in the sector) until the arrival of the judge-controller for the catch.

Athletes are not allowed to leave the sector before the end of the weigh-in.

2.1.6. From the moment of entering the sector reserved for competitions on a signal, and until the end of weighing their catch, athletes do not have the right to accept practical assistance from other persons in preparing the competition site, tackle, bait and bait, playing fish, etc. and help other athletes.

After the signal to enter the sector, the athlete may temporarily leave it with the permission of the judge only in case of emergency. Essential items (drinking water, food, medicine, etc.) can only be given to the athlete through the referee.

2.1.7. The fish caught and removed from the water before the “Finish” signal and only those types and sizes that are allowed to be caught in the area in accordance with the regulations on the competition and with the rules of recreational and sport fishing in force in the area are taken into account.

Fish that are not allowed to be caught will not count. If she is caught, she must be released immediately.

2.1.8. The catch of a fish is also counted when it is not accidentally caught by the mouth. Devices for automatic hooking and intentional bagging of fish are prohibited.

2.1.9. During the competition, athletes are required to store their catch in a cage that is as submerged as possible in the water. The cage netting must be made of natural or artificial thread. The use of cages made of metal mesh is prohibited.

Fish placed in the cage should, if possible, be kept alive until the arrival of the judges who carry out the weighing. The fish is weighed in its pure form, in a uniform container.

2.1.10. The representative of the younger age category has the right to compete in the competitions of the next oldest age category under the responsibility of the organization he represents. At the same time, he has equal rights and opportunities with his older rivals.

The representative of the older age category has no right to participate in competitions held among the younger age categories.

The same provision applies to the categories “MEN” and “WOMEN”, among which the category “MEN” is considered the senior one.

2.1.11. At competitions of the first and second levels, on the eve of the day of the competition, athletes are trained for at least 3 hours.

Training takes place at the competition site. Places for training teams and athletes are provided by allocating boxes (a group of sectors according to the number of team members). At the first level competitions, training on the eve of the competition day is mandatory for all teams participating in the competition. Teams during the training are required to fully feed all the sectors allocated to it for training.

At competitions of the second level, according to the decision of the organizers of the competition, the participation of teams and athletes in training on the eve of the round of the competition may be optional. In this case, the sectors allocated for training, under the responsibility of the organizers of the competition, in accordance with the regulations on the competition, must be fed at the expense of the organizers of the competition or at the expense of the team and athletes, or from other sources.

The distribution of teams by boxes is carried out by the panel of judges in the order of registration of teams.

Members of the referee board are present at the official training session.

2.1.12. On the days of the competitions and on the days of training, the stay of members of the delegations - participants in the competitions on the reservoir in the dark is prohibited.

2.1.13. The fish caught during the training is released into the pond.

The fish caught in the first round of the competition in two rounds is at the disposal of the organizing committee of the competition.

2.1.14. At the end of the official training, as well as at competitions two days after the end of the 1st round (delivery or weighing of fish), athletes must leave the shore at the competition site - within 120 minutes.

2.1.15. Representatives, coaches, substitutes and judges are not allowed to fish on competition days of all levels.

2.1. 16. Fishing is carried out with one fishing rod equipped with one single hook. The length of the fishing line, weight and shape of sinkers and floats are arbitrary. Weights should be placed on the line above the hook.

It is allowed to equip rods with access rings and reels. The number of spare rods and gear is not limited.

Donkey fishing is prohibited. Equipment (fishing line equipped with a float, sinker and hook) must have positive buoyancy. It is allowed to touch the bottom of a part of the weights, but not more than 10% of their total mass.

2.1.17. The length of the rods is limited within the following limits:

Up to 10.0 meters for the category “TEENAGERS”;

Up to 11.5 meters for the category “BOYS” AND “WOMEN”;

Up to 13.0 meters for the MEN category.

2.1.18. Competitions are held from the shore on rivers, on canals and on suitable banks of other water bodies. Area of ​​the reservoir. allocated for the competition, should be as straight as possible and have the same conditions in terms of depth, bottom topography, vegetation, approach to the fishing area, etc. The width of the reservoir should not be less than 35 meters. Depth should be, as far as possible, the same throughout the competition area and have in any of the sectors a minimum value of 1 meter at a distance of 13 meters from the shore.

When holding competitions in two days, the second round is held on the same site.

2.1.19. By decision of the organizers, at team competitions of the second and lower levels, athletes can only be allowed to participate in the individual competition, which are evenly distributed over the zones by drawing lots. An unequal number of athletes is allowed in the zones with a difference of no more than one athlete. This condition must be reflected in the regulation of the competition.

2.1.20. When conducting team competitions, the site is divided into zones according to the number of athletes in the team. The zones, in turn, are divided into sectors according to the number of teams and, if necessary, athletes participating in competitions only for the individual championship. The number of sectors in the zones should not differ by more than one sector. By decision of the technical commission or the panel of judges, the length of the sector along the coast is set from 10 to 20 m. Sectors and zones are separated from each other by a neutral strip 1 m wide. If necessary, gaps between zones are allowed. A free sector must be marked in front of the extreme sectors of the competition area.

Zones and sectors are limited by a cord or flags from the coast inland at least 10 m. Zones are designated by Russian letters A, B, C, etc., and sectors - by numbers 1, 2, 3, etc., printed on stencils that are installed in zones and sectors. The sizes of flags and stencils are arbitrary but of the same type, while they must ensure a clear visibility of them by athletes and spectators.

The competition area must be separated from the spectators by a neutral strip at least 1 m wide.

In exceptional cases, depending on the relief of the coastline, on the recommendation of the technical commission, the length and width of the sectors, as well as the neutral zone, may be changed by the main panel of judges.

The division of zones into sectors must be completed before the start of compulsory practice.

2.1.21. By decision of the organizers, when holding individual competitions of the second and lower levels, the coast section is divided only into sectors or into zones, based on the total number of athletes, at the rate of one zone for 10 - 25 athletes. The number of sectors in the zones should not differ by more than one sector. This condition must be reflected in the regulation of the competition.

2.1.22. At competitions of the first, second and levels, the athlete receives 120 minutes for preparation; at competitions of the third level - 120 minutes, provided that the competitions are held one round per day; at other competitions - by decision of the organizers from 60 to 120 minutes. Upon the arrival of the athlete to his sector, he is obliged to lay down the fishing equipment in his sector and then leave it. This also applies to persons assisting the athlete in carrying equipment.

During each round of the competition, five signals are given: the first is the entrance to the sector, the second is the start of feeding, the third is the start (the beginning of catching), the fourth is 5 minutes left to the finish line and the fifth is the finish (the end of catching).

Any preparation of gear and other equipment after the arrival of the athlete to his sector before the first signal is prohibited.

At the first signal (“entry to the sector”), the athletes take their sectors and begin preparing for catching. It is not allowed to provide them with practical assistance in preparing the competition site, gear and bait.

Additional tackle may be handed over to the athlete through the controller judge before the signal allowing the start of feeding, and bait and bait - only before the start of the panel of judges to check the amount of permitted bait and bait.

2.1.23. Feeding fish is allowed: on the second signal (5 minutes before the start) with a large amount of bait (large lumps) and on the third signal (“Start”) - in small portions. Groundbait must be formed and cast without any packaging devices. Harvested and not abandoned large lumps must be broken at the “Start” signal. Throwing bait is allowed with one hand or with a slingshot, which can be used with two hands.

After the third signal (“Start”) and until the end of the competition, feeding is allowed with small portions of free-form bait. Making lumps of bait after the third signal is carried out with only one hand without using a stop (bucket, stand, etc.). The amount of bait (lump) in one thrown portion should fit in a clenched hand.

An athlete for feeding is allowed to attach a feeding trough with a volume of no more than 250 ml to the end of the plug rod, which is used for catching, and also to carry out feeding with a series of lumps of the size established above.

2.1.24. The athlete is allowed to use bait and bait of natural origin. Nozzle and bait can be colored and impregnated with odorous substances. Lures containing live or dead fish, live and dead ants, ant eggs and fish eggs are prohibited.

The use of narcotic and stupefying fish substances is prohibited. The bait must be placed on the hook and not attached to it in any other way.

The amount of bait is limited to 17 liters of moistened and sifted bait mixture, including ballast, and nozzles and bait of animal origin - no more than 2 kg, of which the amount of bloodworm should not exceed 1 kg. On the recommendation of the technical committee, this number may be reduced, which should be reflected in the competition regulations. In this case, they must be subjected to control by members of the panel of judges, and the athlete must present to the inspectors all the bait and nozzle available in his sector. Groundbait and bait checks must be completed within the first half of the athlete's preparation time. In this case, it is allowed to mold bait balls and start baiting only after the check in the sector is completed.

At the end of the training and each round of the competition, it is prohibited to throw the rest of the bait into the reservoir.

2.1.25. The athlete is allowed to hold the rod in his hand or put it on the shore, on the water or on special holders (stands) without removing the tackle from the water.

2.1.26. During the competition, athletes are allowed to use platforms with a maximum size of 1 x 1 meter. The platforms must be placed in one line, by decision of the panel of judges, out of the water or partially in the water. Additional platforms can be installed next to the main platform for auxiliary equipment and materials.

2.1.27. During the competition, the athlete can be located in his sector for catching, as he sees fit. Entering the neutral zone, as well as baiting and catching fish in it is prohibited. In their sector, athletes should move as silently as possible, without drawing attention to themselves. Photographers and cameramen have the right to enter the neutral zone only with the permission of the judges and athletes of neighboring sectors.

The fish caught in the round of the competition, after weighing, the athlete returns to the cage and releases it into the reservoir at the command of the Chief Judge after weighing the catch for all athletes of the zone.

3. OBLIGATIONS OF THE COMPETITION ORGANIZATION

3.1. The organization conducting the competition is obliged, in accordance with these rules and the rules of amateur and sport fishing in force in the region where the competition is held, to develop and approve the regulation and send it to potential participants in advance (no later than one month before the start of the competition, and for the competition of the first and the second level - not less than 2 months before). The regulation indicates the type of competition: (team, individual), the number of athletes and other persons in the team, the main organizational issues, the characteristics of the reservoir, the types of fish accepted for weighing and prohibited for fishing, as well as their minimum sizes, determining the winners, awarding, financial terms of participation. A schematic section of the reservoir at the competition venue is attached to the regulation on competitions of the first and second levels.

Changes to the regulation can only be made by the organization that approved it and no later than one hour before the start of the draw.

In competitions of the first and second levels, training is provided.

3.2. Organization hosting the competition:

a) resolves all issues of their material and technical support, provision of security measures for them and staffing of the judiciary;

b) appoints the technical and credentials commissions, the main panel of judges, the commandant of the competition, ensures security and medical care; provides conditions for the meeting of representatives (captains), the draw and the work of the secretariat;

c) provides the most equal performance conditions for all athletes;

d) provides athletes with start numbers, and the panel of judges with uniform containers for weighing catches;

e) after the end of the competition, issue to each team or send by post the protocol of the technical results of the competition or an extract from it.

4. APPLICATIONS FOR PARTICIPATION IN COMPETITIONS.

4.1. In the application for participation in team competitions, all members of the delegation (athletes, coach, representative) are indicated.

Applications for participation in competitions are submitted within the time limits established by the regulation on competitions.

4.2. The application must indicate: the last name, first name and patronymic (in full) of the athlete, his year of birth, sports qualification (rank), knowledge of the safety rules by the athlete.

4.3. In the application or in the classification book there must be a doctor's opinion on the admission of an athlete to competitions for health reasons.

4.4. The application shall indicate the representative of the organization (team), the coach and the captain.

4.5. The application must be signed by the head of the sports organization and certified by its seal.

4.6. The final application with the name list of the team is submitted to the competition secretariat no later than 1 hour before the draw.

5. PROTESTS

5.1. Each participant in the competition has the right to file protests regarding the decision of the judges or violations by athletes, teams, coaches, representatives and judges of the rules and regulations of the competition. The protest is submitted to the main panel of judges in writing through the representative or coach of the team (in their absence - through the team captain).

5.2. Protests, with the exception of those concerning the determination of places, are submitted no later than one hour after the end of the corresponding round of the competition. Protests regarding the determination of places must be submitted no later than one hour after the official announcement of the results of the relevant round or the overall results of the competition.

5.3. Decisions on protests, other than those relating to the distribution of places, must be taken by the main jury before the results of the round or competition are approved.

5.4. The representative (coach, captain) of the team who filed the protest must be present at the meeting of the main panel of judges when considering the protest.

5.5. The decision on the protest is made by a majority of votes of the members of the main panel of judges by open voting.

The decision of the Main Jury on the protest is final.

5.6. A record is kept of the consideration of each protest and the decision taken.

6. COMPETITION PARTICIPANTS

6.1. Teams of Moscow and other subjects of the Russian Federation, all-Russian public associations, regional and equal societies of hunters and fishermen, the best fishing clubs of the largest cities of the country participate in the first level competitions. The number of teams and the procedure for their selection for the final of the competition is determined by the regulations on the competition.

Athletes are allowed to compete:

a) for competitions of the first level - not lower than the 1st category;

b) athletes are allowed to compete at other levels in accordance with the regulations on the competition by decision of their organizers.

6.2. Teams of no more than 5 athletes participate in all competitions, the composition of the teams is determined by the regulation on the competition. Only a full team can be admitted to the team competitions of the first level. A substitute athlete included in the application can replace the main one at the request of the representative (captain) of the team before the start of the draw for each round.

Simultaneously with team competitions of all levels, individual competitions among women and boys can be held.

A team that does not appear or is late for the start (third signal) is removed from the competition.

An athlete removed from the competition by a substitute athlete is not replaced.

6.3. The athlete is required to have documents proving his identity, as well as confirming his sports qualification and belonging to the sports organization (department) for which he acts (passport, membership card, certificate), as well as a compulsory medical insurance policy; at the competition to compete in sports uniform, uniform for the whole team and neatly attached starting number, obtained by lot; to treat the participants with restraint and respect, to prevent cases of appearing in a state of intoxication at the events provided for by the daily routine of the competition.

6.4. The participant of the competition is obliged to know and comply with the rules of recreational and sport fishing, the regulations and rules of the competition, during the competition not to make noise and not interfere with other participants, to arrive at the start and finish in time, not to leave garbage on the pond, as well as pieces of fishing line that have become unusable tackle. For violation of the rules of the competition, the athlete is responsible in accordance with the sanctions of section 12 of these rules.

6.5. The athlete must not interfere with the work of the judges. He receives all information on the conduct of competitions and on their results through a representative or coach (captain) of the team.

6.6. The athlete has no right to enter the water without the permission of the chief judge of the zone.

6.7. The team (athlete in individual competitions) must be present at the general formation at the opening and closing of the competition or inform the organizers in advance of their absence from these events, indicating the reason.

6.8. Competitors are allowed to use mobile phones:

a) to an athlete in the zone - in exceptional cases and only in the presence of a judge;

b) to the coach - only outside the competition area.

7. REPRESENTATIVE AND TRAINER.

7.1. The representative must know the competition rules and competition regulations.

7.2. The representative, being the leader of the team, is responsible for the organization, behavior and discipline of the team members.

7.3. The representative cannot interfere with the work of the panel of judges. He receives all the necessary information from the chief judge.

7.4. The representative is obliged to attend the meetings of the panel of judges regarding the consideration of issues related to his team, and has the right to participate in the draw and be present at the weighing of the catches.

7.5. The representative submits a written statement about changes in the team, in accordance with Art. 4.1 - 4.6, as well as protests about the conduct of competitions and refereeing.

7.6. The coach must have an armband or a badge provided by the organizers of the competition, indicating the team. He has the right to give his athlete verbal advice and instructions. The coach has the right to be in the sector of the athlete of his team with the notification of the controller judge.

In teams that arrived at the competition without a coach, any member of the declared delegation can be allowed to perform the duties of a coach during the round of the competition.

7.7. The representative and coach of the team, who violates the requirements of the regulations and rules of the competition, is warned or suspended from participation in the competition by the decision of the main panel of judges.

7.8. In the absence of a coach and a representative of their duties, the entire period of the competition is performed by the team captain in compliance with the requirements of article 2.1.6 of the rules if he takes part in the competition round as an athlete.

8. TECHNICAL AND MANDATORY COMMISSIONS.

8.1. The technical commission is appointed by the organization conducting the competition. The commission includes qualified judges and specialists of the relevant discipline. The commission examines the reservoir - a possible venue for the competition for its compliance with the rules of the competition and the planned number of participants, determines the main parameters of the reservoir at the competition site (width, depth, current, bottom characteristics, presence of vegetation), the species composition of fish and the estimated weight of the catches, ensures the production diagrams of the reservoir at the competition site, takes measures to eliminate natural and artificial obstacles at the competition site, taking into account the characteristics of the reservoir (width, depth, current), if necessary, gives recommendations on limiting the amount of bait mixtures.

The commission draws up the results of the work in the form of a report.

8.2. Credentials commission consisting of a chairman and two members of the commission is appointed by the organization conducting the competition. At competitions of the second and lower levels, the functions of the credentials committee may be entrusted to the main panel of judges of the competition.

8.3. The work of the credentials committee is headed by its chairman. mandate

the commission on documents checks the compliance of the participants of the competition with the requirements of the regulations on these competitions and gives an opinion on the admission of athletes, coaches, team representatives and judges to participate in the competitions. The credentials committee draws up its conclusion in a protocol.

9. JUDGING BOARD.

9.1. The judging panel of team competitions, as a rule, should include judges from all sports organizations participating in the competition. The composition of the panel of judges of individual competitions is completed by the organizers of the competition.

9.2. The main panel of judges and the panel of judges are appointed by the organization conducting the competition.

The composition of the main panel of judges includes: the chief judge, the chief secretary and their deputies. Decisions of the main panel of judges are taken by majority vote. In case of equality of votes, the vote of the chief judge is decisive.

The composition of the panel of judges, in addition to the members of the main panel of judges, includes senior judges in the zones, table officials and judges-controllers in the zones. Depending on the level of competition, the composition of the judging panel may be increased or decreased. All judges must clearly know the rules of the competition.

At the first level competitions in the zones there must be at least 1 judge for 5 athletes. At other levels there must be at least one judge per area.

9.3. The chief referee directs the competitions and heads the work of the panel of judges, personally distributes duties among the referees, conducts a training seminar with them on the topic of the upcoming competitions before the competition; checks the availability of medical support, informs the meeting of representatives and team captains about the types and allowable sizes of protected fish.

Controls the correctness of the course of the competition, resolves issues that arise, considers in the prescribed manner the violations of the competition rules committed by the participants and incoming protests, and together with the main panel of judges makes decisions on them.

The Chief Referee has the right to temporarily interrupt or cancel competitions due to unfavorable weather or other conditions that interfere with the normal course of competitions, to suspend athletes who are in a state of intoxication and for other reasons related to the safety of athletes, and also to suspend judges who do not fulfill their duties.

At the end of the competition sums up the results of the competition with the judges and evaluates the work of the judges.

The chief referee submits a written report and other established documentation to the organization that held the competition within the established time limits.

9.4. The Deputy Chief Judge works on the instructions of the Chief Judge, and in his absence replaces the Chief Judge and enjoys his rights.

9.5. The chief secretary accepts applications for participation in competitions, registers judges, conducts a draw and is responsible for processing all judicial documentation of the competition.

The Deputy Chief Secretary works at the direction of the Chief Secretary, and in his absence replaces the Chief Secretary and enjoys his rights.

Table officials work under the direction of the chief secretary and take part in the preparation of documentation.

9.6. Senior judges in the zones check the participants of the competition according to the protocol of the zone, are responsible for the course of the competition in the zone. Do not allow the presence of unauthorized persons in the competition area.

After the end of each round, the chief referee is informed about all violations of the competition rules committed by the athletes and about the sanctions announced to the violators.

Senior judges of the zones take part in the weighing of catches at the competition site, present the protocol of the zone to the senior weighing team or the secretary for entering the weighing results into it and sign the protocol after weighing, personally hand over the signed protocol to the chief secretary of the competition or accept the catch from the judges-controllers or from the athletes and present the catches together with the zone protocol for weighing. In the absence of controller judges, they perform their duties.

9.7. Judges-controllers work under the direction of senior judges of the zone. They control the tackle, as well as compliance with the rules and regulations on competitions by the athletes assigned to them.

Athletes are warned about the violations of the competition rules they have committed and the sanctions that are due for these violations. Violations and violators of the rules are reported to the senior judge of the zone.

Controllers take part in the weighing of catches at the competition site or accept catches from athletes and hand them over to the senior judge of the zone; take part in weighing and determining the results in the zone.

During the competition, the control judge is located in such a way as not to interfere with the athlete and at the same time observe his actions and catch. The cage must be within sight of the controller.

9.8. The commandant of the competition organizes the preparation, equipment and decoration of the places for the construction of the competition participants, the breakdown of zones and sectors for the competition, prepares the premises and places the participants in the competition and the judges, organizes the issuance of inventory and equipment to the participants in the competition and the judges, is responsible for maintaining order at the competition site, carries out the instructions of the chief judges.

10. DETERMINATION OF RESULTS

10.1. The fish presented for offset is weighed in bulk in a mesh-type container or with a perforated bottom that does not prevent water from draining. The container is provided by the organizers of the competition. At competitions of the 1st and 2nd levels, the catch is weighed with maximum accuracy within the technical tolerance of scales for commercial and industrial use, but not less than 5 grams. For weighing, the fish is accepted only from the cage, and after weighing it returns to the cage, where it is kept by the athletes until the end of the weighing of catches for all athletes of the zone.

When weighing catches in the competition area, the athlete signs the protocol immediately after weighing. For the presented fish, the athlete is awarded 1 point for each gram of weight.

10.2. The winner of the round is the angler with the highest catch weight.

If the weight of the catches in one zone is equal, the athletes with the same results are credited with the number of points (places) equal to the arithmetic mean of the sum of the places that they would have to share (example 1: two anglers claiming 5th place receive: ( 5+6): 2 = 5.5 points (places) each Example 2: three anglers claiming 8th place receive (8+9+10): 3=9 points (places) each).

Athletes left without a catch receive a number of points (places) equal to the arithmetic mean for the places in the range of which there are anglers without a catch in this zone. When an athlete is withdrawn from the competition, the athlete does not appear at the start or finish, he is assigned a place according to the number of participating teams (by the number of athletes in individual competitions) plus three.

When an athlete is removed from the competition, which took place after the weighing of his catch, the athletes occupying the places following him keep their places unchanged (For example, the athlete who took 8th place was removed. The athletes following him remain on the 9th, 10th m, etc. places).

10.3. In team competitions with the participation of athletes only in the individual competition (Articles 2.2.4; 2.3.3; 2.3.10; 2.4.4; 2.4.15), their results should not affect the determination of places for athletes participating in team competitions. 10.4. The winner of the competition in the individual competition is the athlete who has collected the smallest amount of places in both rounds.

In case of equality of the sum of places for two or more athletes, the winner is the athlete with the highest weight of catches in two rounds.

In case of equality in the weight of catches for two rounds, the winner is the athlete whose catch was the largest in the second round.

In case of equality and according to this indicator, the same places are determined (two first and one third or one first and two second).

10.5. Athletes who, due to the replacement, took part in only one round, are excluded from the competition for the individual championship and are taken into account at the end of the participants in the competition in the order of their places.

10.6. The winner in the team competition is the team with the smallest amount of places occupied by team members in two rounds.

In case of equality of the sum of places for two or more teams, the highest place is occupied by the team with the largest weight of catches caught by the athletes of this team in both rounds.

In case of equal weight of catches in two rounds, the advantage is given to the team with the highest catch weight in the second round.

10.7. At competitions in teams, districts and equals only for the individual championship, the distribution of places is made in accordance with article 10.2 of the rules.

10.8. The results of the competitions of the first, second and third levels are documented in the protocol of the panel of judges, indicating in it:

surnames, initials and judicial categories of judges of the competition, the number of participants in the competition, the start and end time of each round, the decision of the main panel of judges on awarding prizes to participants, conclusions and proposals on the competition, the presence of violations of the rules of the competition and the decision of the main panel of judges on them.

The minutes of the panel of judges are attached to the protocol of the credentials committee, the regulation on competitions, the starting protocol indicating the sports categories of athletes, the protocols of the results of competitions in the zones by rounds, the protocol of the technical results of the competition, applications for participation in competitions and protocols for considering protests.

11. MEETING OF CAPTAIN AND THE DRAW

11.1. The meeting of captains and representatives is informative and is held before the start of the competition and the draw. During the meeting, the information of the credentials committee and the roll call of the teams is carried out, the latest operational information on local conditions, ichthyo bans, etc., clarifications on the order of the competition are brought. For each team, a single team number is established by drawing of lots for the entire duration of the competition, in accordance with which the drawing of lots of zones and sectors is carried out in the future.

11.2. Zones and sectors are distributed among athletes by lottery. Each zone must have one athlete from each team. The draw of zones is made on the eve of the round of competitions,

The draw of athletes by sectors is carried out before the start of each round of the competition separately for each zone no later than 1 hour before entering the zone.

The substitution can be made before the start of the draw for the upcoming round. Changes to the starting application can be submitted no later than 1 hour before the start of the competition round.

During each round of the competition, the declared athlete due to his sudden illness may be replaced by a substitute on the basis of a medical report and a written statement from the representative of the team. An athlete substituted in the first round for health reasons may be entered in the second round on a general basis.

11. 3. During both rounds of the competition, no team has the right to receive the outer sector twice.

When drawing sectors, representatives of the teams that received the extreme sectors in the previous zone draw the lot for the sector of the next zone in the first place, with the condition that the athletes of one team do not fall into neighboring sectors in neighboring zones, and so on for all zones.

When there is a gap between zones, as well as when drawing lots for zones that have extreme sectors that are not covered by neighboring athletes (number 1 of zone A and the last number of zone D), no team can receive such an extreme sector twice during one competition.

11.4. When holding competitions on rivers or canals, sector No. 1 must always be located downstream; on wide reservoirs (reservoirs, lakes, ponds), sector No. 1 should be located on the left when viewed from the shore to the reservoir, and the placement of sectors, respectively, is made from left to right.

12. SANCTIONS APPLICABLE TO ATHLETES

12.1. Credentials Commission does not allow to compete:

Team 12.1.1. - in the absence of a seal and (or) signature of the head of the sports organization on the application (Article 4.5);

12.1.2. - when the team arrives at the competition without a judge, in cases where it is prescribed by the regulations on the competition (Article 8.3).

Athlete 12.1.3. - for the lack of an athlete:

Passport or identity card replacing a passport with a registration document;

Qualification book and sports category corresponding to the regulations on competitions;

A document confirming his belonging to the team of the department, sports society or club for which he plays (Art. 6.2., 6.3);

12.1.4. - for the absence of a doctor's opinion on the athlete's admission to competitions for health reasons (Article 4.3);

12.1.5. - for non-compliance with the age category (Art. 1.1.3; 2.1.10)

The expenses of a team or an athlete for participation in competitions, if they are not admitted to the competition for the reasons listed, are not reimbursed.

12.2. The Athlete who has been sanctioned must be informed immediately. During the round of the competition, he is obliged to stop catching and eliminate without delay the cause that led to the sanction.

About all violations of the rules, violators and the remarks announced by him, warnings, about the sanctions due for violations, controller judges are obliged to inform in writing the senior judges and the main panel of judges, which has the right to issue a sanction for disqualification from the competition.

Consideration of violations of the rules of the competition and the decision on sanctions is drawn up in a protocol. The sanction issued to an athlete, with the exception of a remark, is entered in his qualification book, the protocol of the competition and an extract from it. A sanction issued to an athlete at a regional competition remains in effect at a higher competition and vice versa.

Proposals on the disqualification of an athlete or a team are submitted by the main panel of judges of the competition to the Presidium (bureau) of the panel of judges of the organization conducting the competition.

12.3. Disqualification of a team or an athlete prescribes their exclusion from the next competition.

12.3.1. A team will be disqualified if it is withdrawn from the competition again within one calendar year. The team has a disqualification within two years from the date of the sanction.

12.3.2. An athlete who is seen in falsifying the results of competitions, planting fish or transferring his fish to another athlete, is removed from the competition, followed by disqualification for a calendar year from the moment the sanction was issued to him.

12.3.3. For a calendar year, a disqualification is issued to an athlete who has been removed from the competition twice during the year for violations of the rules and regulations during official events provided for by the daily routine of the competition.

12.3.4. An athlete who is twice noticed in the rigging of results, regardless of the prescription of the previous misconduct, is disqualified with an indefinite deprivation of the right to participate in fishing competitions at all levels.

The team for which the violator played, in the cases provided for in paragraphs 12.3.2, 12.3.3 and 12.3.4., is assigned the last place.

12.4. Withdrawal from the competition. The team is withdrawn from the competition:

12.4.1 - for the failure of the team to appear at the start of the competition round (art. 6.2.);

12.4.2 - when two or more of its athletes are withdrawn from the competition;

12.4.3 - for the absence of the team at the mandatory training (art. 2.1.11).

The sanction for withdrawal from the competition for reasons created by the athletes, the team has for itself within two years from the date of the sanction.

The athlete shall have the sanction to withdraw from the competition, for reasons within his control, within one year from the date of the sanction.

The sanction of withdrawal from the competition is issued to the athlete:

12.4.4 - for the use of tackle, bait and bait not provided for by the rules (Art. 2.1.16, 2.1.17, 2.1.24.);

12.4.5 - for the absence of a cage (Article 2.1.9.);

12.4.6 - for introducing into the catch (did not release into the reservoir) fish of a species prohibited for catching (Article 2.1.7);

12.4.7. - for deliberate substitution of zones (Art. 11.2.);

12.4.13 - for the use of prohibited technical means;

12.4.14 - for his unsportsmanlike behavior, expressed in a rude, disrespectful manner towards the participants of the competition;

12.4.15 - for being in a state of intoxication and committing actions that offend public morality and degrade human dignity;

12.4.16 - for non-compliance with the Regulations on competitions (Article 2.1.2);

12.4.17 - for a repeated violation of the rules, entailing the sanction “warning”, in the presence of a warning already issued earlier.

12.5. Warning. The team that received a warning has it behind them for two years from the date of the sanction. The team is warned:

12.5.1- for other violations in the execution of the application (Art. 4.2, 4.3, 4.4);

12.5.2 - for an athlete who is seen in falsifying the results of the competition, putting someone else's fish or transferring his fish to another

participant;

12.5.3 - for an athlete of the team who appeared in a state of intoxication during the events provided for by the daily routine of the competition

12.5.4 - for the team's failure to appear at the opening and closing ceremonies of the competition without a good reason and notifying the judiciary about this; An athlete who has received a warning has it behind him within one year from the date of the announcement of the sanction. The sanction “warning” to the athlete is issued:

12.5.5 - for untimely arrival at the gathering of athletes for events provided for by the daily routine of the competition;

12.5.6 - for violation of the established procedure for preparing the place of fishing, bait, nozzles and their use (Art. 2.1.6, 2.1.22, 2.1.23, 2.1.24)

12.5.7 - for violation of the established procedure for occupying a sector or zone (Art. 2.1.22 - 2.1.24);

12.5.8 - for fishing in a neutral zone or zone (Article 2.1.27);

12.5.9 - for leaving the zone or sector without the permission of the referee (art. 2.1.6)

12.5.10 - for premature (before the command) release of fish from the cage (Art. 2.1.27; 9.1);

12.5.11 - for the inclusion in the catch of fish prohibited from catching by size (2.1.7, 6.4.);

12.5.12 - for accepting practical help from other persons (art. 2.1.6.);

12.5.13 - for leaving garbage, pieces of fishing line on the pond, as well as throwing the rest of the bait into the pond (Art. 2.1.24; 6.4.);

12.5.14 - for being in the sector before the signal allowing entry into the zone (Article 2.1.22);

12.5.15 - for entering the water without the permission of the judge (art. 6.6);

12.5.16 - for untimely leaving the place of competition after the end of the first round (art. 2.1.14);

12.5.17 - for moving around the area after the “finish” signal until the end of weighing or collecting the catch in the competition area (Article 2.1.5);

12.5.18 - for making bait balls after the 2nd signal using two hands or a stop (art. 2.1.23);

12.5.19 - for repeated violation of the rules, entailing the sanction “remark”.

The remark to the athlete is announced:

12.6.1 - for the installation of a platform and additional equipment in violation of the decision of the panel of judges (art. 2.1.26);

12.6.2 - for feeding fish in no man's land (Article 2.1.27);

12.6.3 - for the transition from the sector (zone) to the neutral zone (Article 2.1.27);

12.6.4 - for the absence of a start number (art. 6.3.);

12.6.5 - for creating noise and interference with other athletes when moving in the competition area (Art. 2.1.27, 6.4.);

12.6.6 - for the athlete's interference in the judge's work, for rudeness with the judge and arguing with him (Art. 6.3, 6.5.).

In the case of a repeated remark, it is equated to a warning and is recorded in the protocol.

13. AWARDING

13. 1. The awarding of the winners is carried out in accordance with the regulations on the competition. Reserve athletes, both those who took part and those who did not take part in one of the rounds of the competition, are awarded as part of the team.

At competitions of the first and second levels, representatives and coaches of the winning teams are awarded on an equal basis with the athletes of their teams.

13.2. The formation of the participants of the competitions for awarding the winners and prize-winners and the closing of the competitions is carried out 1 hour after the official announcement of the results of the competitions and consideration of the protests received as a result of the competitions.

The formation of the participants in the competition can be carried out even earlier than the specified time in case of unanimous written consent of the representatives (captains) of all teams or all athletes in individual competitions.

14. ASSIGNMENT OF SPORTS RANKS.

Sports categories are assigned to athletes who have fulfilled the norms and requirements established by the Unified All-Russian Sports Classification at official (included in the calendar plans, approved by the relevant sports bodies and provided with appropriate refereeing) competitions.

COMPETITION RULES FOR SPORT FISHING

I. General provisions

The nature of the competition

1. Competitions are team, personal-team and personal. In teams, the results count only for the team as a whole; in personal-team results are credited simultaneously to the participants and the team as a whole; in personal results are counted to each participant separately.

II. The order of the competition

3. At competitions in lure fishing, it is allowed to use one fishing rod equipped with a winter lure with one hook. The length of the body of the spinner without a hook must be at least 25 mm. Any attachment to the hook of the spinner (except for colored threads and cambric) is prohibited.

4. For competitions with winter gear, a section of a reservoir is selected with as many similar conditions as possible in terms of bottom topography, depth, vegetation, which is divided into zones according to the number of participants in teams. Each zone must have one participant from each team; zones are distributed among the participants by lot. The dimensions of the zones must be established taking into account that each athlete has at least 100 square meters. m.

5. Competitors may roam freely within their zones, drill an unlimited number of holes, but only occupy two in any part of the zone. 6. 5. A team (or participant) that does not appear or is late for the start is removed from the competition.

6. Only those types and sizes of fish that are allowed to be caught by the fishing rules in force in the area or the regulations for these competitions are accepted for credit. (For example, on the territory of the RSFSR, fishing rules allow catching fish no smaller than: bream - 30 cm, pike perch - 40 cm, pike - 32 cm, etc.)

7. A participant who has caught the maximum norm established by the regulations on these competitions to the finish must stop fishing, inform the controller-judge about this and hand in his catch, the size and quantity of which are immediately recorded in the protocol.

8. Participants have no right to help each other in fighting fish, transfer fish or accept it from other participants or unauthorized persons.

9. During the competition, the participants keep the catch in plastic bags, which are provided to the athletes by the organizers of the competition. Contaminated fish (in snow or with frozen pieces of ice) will not be accepted for offset.

10. When determining the places occupied by participants in the zones, participants who did not appear at the start and finish or were without a catch receive the last place in the zone plus one.

11. Duration of winter fishing competitions should not exceed 3 hours.

IV. Regulations on competitions

1. Regulations on competitions are developed and approved by the organization conducting them. It should not contradict these rules and regulations of fishing. Changes and additions to the provision can only be made by the organization that approved it no later than 1 hour before the start of the draw.

2. The regulation is sent to the organizations participating in the competitions within the following terms:

a) about the championships of the RSFSR - no later than mid-December of the year preceding the championship;

b) about zonal qualifying competitions - no later than 3 months before the start of the competition;

c) about regional, city and district competitions - no later than 1 month before the start of the competition.

3. Regulations on the championships of the RSFSR and zonal qualifying competitions must provide for a training session lasting at least 3 hours on the reservoir where the competitions will be held, but not within the competition area. In the regulations for competitions of a smaller scale, training is provided for at least half of the participants who are not familiar with the reservoir.

V. Competitors

1. Participation in competitions is allowed for members of the DSO and fishing and sports societies, included in the application of the relevant organization and having a doctor's permission.

2. Competitors are obliged:

a) know the rules of competitions for this type of sport fishing, as well as the regulations on these competitions and strictly observe them. In case of violation of the rules and regulations and ignoring the remarks of the judges, the participant is suspended from the competition;

b) have and wear during the competition the appropriate bib number;

3. The participant has the right to file a protest about the refereeing. The protest is submitted in writing through a representative, coach or team captain.

VI. Representatives and coaches

1. Organizations participating in competitions, if it is allowed by the Regulations, allocate their representative. In the absence of a representative, his duties are performed by the coach or team captain.

2. Representative, being the team leader:

a) is responsible for the organization and discipline of the team members at the competitions;

b) is obliged to know the rules of the competition and the regulations on them and be present at the meetings of the panel of judges;

c) has the right to be present at the draw, receive information from the judging panel on all issues related to competitions and their results, file protests regarding the conduct of competitions and refereeing.

3. The coach accompanies the team from the beginning to the end of the competition. He is not allowed to enter the area where the competitor is located. However, he can stay in the neutral zone during the competition and give his recommendations to the athletes.

4. Representatives and trainers are obliged during the competition to comply with the requirements and comments of the judiciary. About the representatives and coaches who do not adhere to the rules and regulations of the competition and ignored the remarks of the judges, the panel of judges must inform the organizations that sent them.

VII. Panel of judges

1. The panel of judges is appointed by the organization conducting the competition. The composition of the panel of judges includes: chief judge, deputy chief judge, chief secretary, secretary judge, senior judges in the zones (one V each), judge-controllers in zones.

Depending on the scale of the competition, the composition of the judging panel may be reduced or increased.

2. The chief referee directs the competition and heads the work of the panel of judges, distributes duties among the referees, is responsible for providing medical care, controls the correctness of the course of the competition, resolves issues that arise, considers incoming protests and applications and makes decisions on them. Removes from participation in competitions violators of the rules, as well as participants who have committed unsportsmanlike behavior.

6. Senior judges in the zones are responsible for the course of the competition in the zones, supervise the work of the judges-controllers, draw up the results of the performances in the zones and hand them over with the catch to the main secretariat of the competition.

7. Judges-controllers work under the direction of senior judges in zones. Monitor the observance by the participants assigned to them of the rules and regulations on these competitions. When fishing outside the zone or in case of non-observance of the distance, the participant is warned, and in case of repeated violations, the senior judges are informed about this. They take part in determining the results of the participants in their zone.

8. All judges participating in the competition must perform their duties correctly and objectively.

9. Judges control the compliance of the rescue and the methods of catching with the requirements of these rules.

VIII. Analysis of the protests

1. Protests are submitted in writing by a representative, coach, team captain or participant - depending on the scale and nature of the competition - to the judging panel immediately after the event that caused the protest, but before the announcement of the results of the competition.

2. The team leaders (participants) who have filed a protest have the right to be present during the dismantling of the protest by the panel of judges. Decisions on protests are made without the presence of team leaders (participants).

3. Decisions on protests are made and brought to the attention of the participants who declared them before the announcement of the results of the competition. The declared protests and the decisions taken on them are recorded in the minutes.

4. Protests related to the membership of a participant in a particular sports organization and his right to compete in these competitions are transferred by the panel of judges to the decision of the organization holding the match.

5. Decisions of the main panel of judges on the declared protests are final.

IX. Definition of results

1. The fish presented for the offset is weighed with an accuracy of up to 5 g either in the same container or in bulk. Weight above the norm permitted by the regulation of these competitions is not counted.

2. For the fish presented for the offset, the participant is awarded 1 point for each specimen and 1 point for each gram of weight. For early presentation of the catch (±2% of the weight of the allowed norm), the participant is additionally awarded 1 point for each minute left before the finish. The sum of points for the weight of the catch in grams, the number of specimens and the early termination of fishing give the result of the participant in this type of competition.

3. At competitions in team and individual competitions, three winners are determined (first, second and third place).

4. Winners in the team standings are determined by the smallest amount of places occupied by the members of these teams in their zones.

5. Winners in the individual competition are determined by the highest amount of points awarded for the catch.

6. In case of equality of points, the advantage is given to the team or participant with the largest number of fish in the catch.

X. Organizing Committee

1. For the preparation of competitions, the organization conducting them creates an organizing committee.

The organizing committee selects the competition area, divides it into zones, prepares the necessary equipment, ensures the placement of participants, representatives, coaches and judges, and also resolves all issues related to their reception and dispatch.

2. During the competition, he takes measures to prevent unauthorized persons from entering the area of ​​the reservoir reserved for performances.
